A dilation makes an image larger or smaller without changing its shape. This is much like enlarging a photograph or when your mom buys the wallet size versions of  your school picture to give out to relatives. The image looks exactly like the original except its bigger or smaller by a scale factor. 

 

 

A scale factor is a number that tells you how much bigger or how much smaller an image is compared to the original. If an image is dialated by a scale factor of 2 that means its twice as big as the original.
